The key facts

  • Russia is considering the possibility of including the cost of a parking space in the family mortgage amount.
  • The initiative aims to reduce the burden on the family budget and simplify the purchase of a parking space.
  • The decision is at the government assessment stage amid an overall decline in subsidized lending volumes.

Proposal to include parking spaces in family mortgage

In Russia, a proposal has been made to allow families to purchase an apartment and a parking space under a single subsidized mortgage loan. According to URA.RU, the initiative is under consideration by the government. According to mortgage broker Dmitry Rakuta, we are talking about buying one parking space in the same residential complex where the family is purchasing housing. The cost of the parking space is proposed to be included in the total loan amount in order to avoid the need to take out a separate loan at the market rate.

Economic feasibility and current conditions

The expert notes that at present buying a parking space creates a significant financial burden on the family budget. In new residential developments in Moscow, the price of a parking space can reach six million rubles, which is comparable to the cost of a car. At the same time, a separate loan for a parking space is issued at 18% per annum, and banks often refuse to grant it if the borrower's overall credit burden is already high. Dmitry Rakuta believes that expanding the program will simplify the process of buying a parking space and help developers sell the spaces provided for in their projects, which could stabilize their prices.

Context of the mortgage market and status of the initiative

No final decision on the initiative has yet been made. The government needs to assess the amount of additional budget funds required to subsidize such loans and determine the mechanism for integrating the innovation into the existing family mortgage program. Against the backdrop of these discussions, a sharp decline in mortgage lending was recorded in Russia in October 2026. According to DOM.RF, banks issued about 77,000 housing loans worth 305 billion rubles, which is 38% less in monetary terms compared to the previous year. Subsidized mortgages fell especially sharply: the volume of lending under state-supported programs decreased almost threefold, while market mortgages showed growth of 47%.
