Apartments pledged as collateral go to auction
A conflict is escalating in Tashkent's Yashnabad district around the Rohat residential complex built by the company Broccoli Plus. As Daryo.uz reports, the developer took out a bank loan for construction, pledging the very apartments for which buyers were making payments as collateral. When the company stopped servicing the debt, Microcreditbank went to court, which ruled to recover the debt from the pledged property. The bank has now begun the process of seizing the real estate and selling it through an auction, and the debt amounts to $5.5 million.
Who suffered and how much — the figures differ
The company's problems became known back in March 2026, when a criminal case was opened against those responsible for building the complex: the company's head and the head of the sales department were taken into custody on suspicion of fraud on an especially large scale. According to preliminary data, there are more than 200 victims, and the damage exceeds 50 billion soums. However, the shareholders themselves, who contacted the editorial office, claim there are more than 500 victims — the Telegram chat they created has 578 members, although this figure does not reflect the full picture. According to the applicants, some signed contracts two to four years ago and paid from 300 to 500 million soums or more; some of them, having no other option, moved into unfinished buildings.
What the prosecutor's office is doing and what remains unclear
After citizens' appeals, the situation was taken under control by the acting prosecutor of Tashkent, Anvar Urmanov. According to the city prosecutor's office, the appeals have been studied, citizens' complaints have been heard, problems between buyers, the developer and the bank have been discussed, and responsible officials have been given instructions to protect citizens' housing and property rights. According to open data, Broccoli Plus was registered in 2020 with a charter fund of more than 25.6 billion soums; the director is listed as Khodjiyev Shakhbozmirzo Khikmatovich, and the founders are Nasrullayev Sadullo (98.30%) and Karimov Asilbek (1.70%). The company had construction delays before: in December 2025 it was among five construction firms that returned a total of 6.7 billion soums to buyers for late delivery of housing. The main open question is the fate of the apartments and the money paid if the complex passes to a new owner: buyers fear the housing will be resold or its terms of use changed. How exactly their property rights will be protected has not yet been reported.
