Who will receive 1 million soums each, and when

On 28 October, President Shavkat Mirziyoyev signed a decree “On measures for social support of the population in the process of transitioning to market principles in the fuel and energy sector,” reports the Ministry of Justice’s legal information channel (as retold by Spot.uz). As part of the 2026/2027 heating season, in November 2026, one-time material assistance of 1 million soums will be provided to certain needy families and citizens.

Categories of recipients

The assistance is granted to families included in the Social Register, as well as to families not included in the register but recognized, by a conclusion of the “mahalla seven,” as meeting its criteria based on socio-economic status. UzNews.uz specifies the income threshold for such families: no more than twice the minimum consumer expenses, that is 1.43 million soums per person.

Separate conditions for apartment buildings and Tashkent

A separate category is families living in apartment buildings connected to the central heating system. For them, the average per capita monthly income must not exceed twice the minimum consumer expenses in Karakalpakstan and the regions, and in Tashkent — three times, which amounts to 2.145 million soums (calculation by UzNews.uz and Spot.uz). The outlets differ on the details here: Spot.uz describes this category as residents of an apartment building without heating, whereas Zamon.uz and UzNews.uz describe it as those connected to central heating.

Other recipients and exceptions

The one-time payment will also go to single residents and single elderly citizens in need of outside care, persons with disabilities from the relevant register, and families in which orphaned children and children left without parental care live. In addition, by decision of district (city) headquarters for creating sustainable jobs and increasing the population’s incomes, assistance may also be granted to certain needy families whose income exceeds the established limits.

Changes in energy resource compensations

In addition to the one-time payment, the decree revises the criteria for classifying a family as needy when compensating energy expenses. The income threshold for compensation of electricity and gas expenses is raised from 1.5 MPR (1,072,500 soums) to 2 MPR (1,430,000 soums). For compensation of coal purchase expenses and reimbursement of utility and fuel costs from the “Sahovat va kumak” fund, the threshold remains at 1 MPR (715,000 soums). The period for paying compensations for electricity and gas consumption above the basic norm is extended until 1 April 2028, and material assistance for purchasing coal will be provided until 1 January 2029.
