What the resolution decided

On October 27, Uzbekistan adopted presidential resolution PQ-387 aimed at effectively using the tourism and economic potential of reservoirs and adjacent territories, as well as ensuring the safety of the population and tourists, Gazeta reports. The document covers the Andijan, Jizzakh, Kashkadarya, Navoi, Namangan, Samarkand, Surkhandarya, Syrdarya, Tashkent and Fergana regions.

How the land will be sold

Within two months, the khokimiyats of the listed regions must submit proposals to the Tourism Committee on master plans for organizing tourism services on vacant lands around reservoirs that are not designated for agriculture. After the master plans are approved, the plots will be put up for auction through the electronic trading platform 'E-auksion'. The khokimiyats will direct the proceeds to the construction and reconstruction of external utility networks and road and transport infrastructure.

Construction requirements and benefits

The Ministry of Construction and Housing and Communal Services, together with relevant agencies, has been tasked with improving urban planning standards within three months for the placement, design and construction of tourism and service facilities near reservoirs. The risk of earthquakes, mudflows and floods, landslides and other emergencies must be taken into account. As Gazeta previously reported, entrepreneurs organizing tourism near reservoirs will pay 50% of the land and property taxuntil October 1, 2029, and when importing certain equipment they will be able to defer or pay customs duties in installments for up to 120 days — provided safety and environmental requirements are met.
