Commission membership approved by decree
Russian President Vladimir Putin on November 6, 2026 signed a decree approving the membership of the Interdepartmental Commission on the Application of Temporary Restrictive Measures; the document was published on the official portal of legal information and, as Life.runotes, took effect the same day. The commission is chaired by Justice Minister Konstantin Chuichenko. Its members also include Deputy Head of the Federal Tax Service Svetlana Bondarchuk, Deputy Prosecutor General Nikolai Vinnichenko (upon agreement), Deputy Director of Rosfinmonitoring Ivan Kornev, State Secretary — Deputy Director of the FSB Alexander Kupryazhkin, and Deputy Head of the Ministry of Internal Affairs Andrei Khrapov.
What the commission does and whom the measures target
The commission was established by a presidential decree of September 7, 2026, which at the time defined the procedure for its formation and the list of participating agencies. It operates under Federal Law No. 284-FZ of August 4, 2026 'On Temporary Restrictive Measures Against Persons Located Outside the Russian Federation Who Evade Serving Their Sentence.' According to Life.ru, the commission considers issues of applying and lifting restrictions on persons abroad who evade serving a sentence that has entered into legal force; the decision to include a person on the relevant list is made by the Ministry of Justice when the grounds established by law are present. Gazeta.Ru meanwhile describes the commission's main task as considering issues related to granting humanitarian benefits, including verifying whether individuals meet the prescribed requirements — the outlets differ in emphasis when describing its functions.
What restrictions the law provides
The law on restrictive measures against those hiding abroad to evade serving their sentence was passed by the State Duma in its second and third, final, readings. According to the list cited by Gazeta.Ru, the temporary restrictive measures include, among other things, suspension of the registration of rights to real estate in Russia, freezing and blocking of funds and other property, restrictions on driving vehicles, as well as denial of state and municipal services in electronic form and a number of other measures. Even before the commission was established, the Ministry of Justice launched a test registry of persons evading serving their sentence outside Russia. The approval of the commission's membership on November 6 is the next step in launching the already adopted mechanism: the specific officials who will make decisions on applying and lifting restrictions have now been designated.
