- The registry is maintained under law No. 284-FZ of August 4, 2026 and differs from the foreign agents list

Six new names added to the registry
Russia's Ministry of Justice has added journalists Yuri Dud and Alexander Nevzorov, writers Dmitry Bykov and Boris Akunin, former MP Dmitry Gudkov, and former FBK head Leonid Volkov to the list of persons subject to temporary restrictive measures. Information about them appeared in the relevant section on the ministry's official website; Akunin is listed under his real name, Grigory Chkhartishvili. This is reported by Life.ru.
What this registry is and how it differs from the foreign agents list
We are talking about a special registry of citizens who are outside Russia and evading the execution of an assigned criminal sentence or punishment for certain administrative offenses. It is maintained under federal law No. 284-FZ of August 4, 2026 and, as the outlet emphasizes, does not coincide with the foreign agents list. Decisions on inclusion are made by the Ministry of Justice based on documents from authorized state bodies, and the restrictions take effect the day after the information is published on the ministry's website.
What restrictions are provided
Those included in the list face restrictions on financial transactions, disposal of property, and access to certain government services: a ban on registering as a sole proprietor or self-employed person, on obtaining new loans and credits, blocking of funds and other assets, restrictions on registering real estate and vehicles, a ban on using banking apps for transfers, as well as restrictions on notarial and consular actions, on obtaining an electronic signature, and on conducting transactions by power of attorney. Payments received in Russia must be credited to a special ruble account, the terms of use of which are determined by the Bank of Russia.
Context: who was listed earlier
This is not the first expansion of the list: earlier it was reported that the first 12 people had been included, among them Mikhail Khodorkovsky, Ekaterina Shulman, and Yevgeny Chichvarkin. Thus, the new list of six names extends the law's effect to a significant number of public figures living abroad; the full current composition of the list can be checked in the section on the Ministry of Justice website.
