October decline after the rule change
The volume of mortgage lending in Russia in October 2026 fell by 38% year-on-year in monetary terms and by 28% in the number of loans. According to preliminary data from DOM.RF, banks issued about 77,000 housing loans totaling 305 billion rubles. The main blow fell on subsidized programs: roughly 20,000 loans worth 117 billion rubles were issued under state-supported credits — almost three times less than in October 2025. Analysts link the decline to changes in the terms of family mortgages and to the fact that some borrowers rushed to take out loans before the new rules came into force.
Market segment grows, subsidized segment loses share
Market-rate mortgages showed the opposite trend: in October, 57,000 loans worth 187 billion rubles were issued — 30% more in number and 47% more in money than a year earlier. Since June, according to DOM.RF, this segment's figures have remained roughly at the same level. As a result, the share of subsidized mortgages in the total number of loans issued fell to 26% from 69% at the beginning of the year, and in monetary terms — from 82% to 38%.
What changed in family mortgages
From October 1, the terms of family mortgages changed: the interest rate and maximum loan amount now depend on the number of children and the region where the housing is purchased. Families with many children are offered more favorable terms, while rates under the program have risen for parents of one child — Life.ru reported this earlier.
Ten-month results and expectations
Despite the October decline, the ten-month results remain positive: from January to October, Russians received about 900,000 housing loans worth 3.9 trillion rubles — almost a quarter more than in the same period last year. DOM.RF expects that in November the market will continue adjusting to the new state-support conditions, and by the end of the year growth rates may slow significantly due to the high figures of November and December 2025.
