The key facts

The transport authority attributed bus delays to road works
Passengers in Tashkent complained on social media about longer bus waiting times and failure to keep to scheduled intervals. In response, the capital's Main Department of Transport and Transport Infrastructure Development published an official explanation, which is quoted by Daryo.uz, Kun.uz and Zamon.uz.
What is happening on the roads
According to the department, work is currently underway on Shahrisabz Street, Amir Temur Avenue and Yangi Sergeli Street to create dedicated public transport lanes (BRT) and carry out major repairs. The total length of the sections is 5.09 km: 1 km on Shahrisabz Street and 2.73 km on Amir Temur Avenue (1.43 km — the first stage, 1.3 km — the second) and 1.36 km on Yangi Sergeli.
Why buses are running late
Due to construction and installation work, temporary traffic restrictions have been introduced on certain sections, which increases congestion on a number of streets. During morning and evening rush hours, the growth in traffic flow does not allow buses to keep to the schedule, intervals between trips grow, and waiting at stops increases. The department assures that once the work is completed and normal traffic is restored, congestion will decrease and intervals will stabilize according to the schedule. However, the official statement does not give an exact completion date for the work — a point Kun.uz specifically noted.
Context: extending evening trips
Earlier, on October 31, Daryo.uz reported that Tashkent is considering extending evening bus service on 20 routes until 23:00. Toshshahartranskhizmat and the transport department have been tasked with working out, by December 1, the organization of trips from 21:00 to 23:00 on routes connecting railway and bus stations, the airport, metro stations and densely populated areas. The list includes routes 1, 14, 18, 21, 24, 28, 38, 44, 46, 51, 58, 67, 72, 85, 93, 98, 115, 118, 131 and 147; the interval in the evening and at night should not exceed 15–20 minutes, and schedules are planned to be posted at stops and in digital applications with dispatch monitoring of implementation. This is still an assignment to work out the details, not an adopted decision to launch the service.
