The key facts

  • From January 1, 2027, utilization fee coefficients under the full scale for passenger cars will rise by about 10%
  • The preferential 3,400 and 5,200 rubles for individuals, subject to personal import conditions, are not indexed
  • The key threshold for the benefit on internal combustion engine cars is 160 hp and displacement up to 3 liters

Another indexation stage, not a new formula

From January 1, 2027, the next, pre-approved column of utilization fee coefficients in Government Resolution No. 1291 as amended by Resolution No. 1713 comes into force in Russia. As Life.ru explains, this is not about a new methodology: the calculation formula for passenger cars changed back on December 1, 2025, when engine power was added to it. For passenger cars under the full,

Who is unaffected by the increase, and who will feel it in their pocket

The preferential amounts for individuals importing a car for personal use are not indexed: 3,400 rubles for a car younger than three years and 5,200 rubles for a car older than three years remain in place, provided the car qualifies for the benefit. For conventional internal combustion engine cars, the key threshold is power of no more than 160 hp with an engine displacement of up to 3 liters. For electric vehicles and series hybrids, there is a separate threshold based on the maximum 30-minute power of the electric motor — no more than 58.84 kW (about 80 hp); the outlet considers relying on the advertised

Conditions of the benefit and the price of a mistake

The preferential rate is tied not only to the car's specifications. The car must be declared as intended for personal use and registered to the payer. If the car is resold earlier than 12 months after clearance, an obligation arises to pay the fee up to the full rate. Likewise, if an individual imports a second car before 12 months have passed since the previous personal import, the general coefficient applies to it. Therefore, the claim that

How much the amounts will grow under the full scale

The final payment is calculated by the formula: base rate × coefficient. For a category M1 passenger car, the base rate is 20,000 rubles, and the coefficient depends on age, displacement, power, powertrain type, and import conditions. An example from Life.ru's analysis: a car with an internal combustion engine more powerful than 160 hp cost 900,000 rubles in 2026 under the full scale, and from January 1, 2027 — 990,000 rubles. For a car older than three years in the same power group, the amount rises from 1,492,800 to 1,642,000 rubles. The country of purchase does not by itself determine the rate: age, displacement, power, and powertrain type matter, so two similar models from China may fall under different tariffs.

Clearance date and cars already purchased

For those who do not qualify for the benefit, what matters is not the day of purchase or border crossing, but the date by which the applicable annual coefficient is determined — for example, the date of registration of the customs declaration, or, when importing without a declaration from EAEU countries, the date of submission of the utilization fee calculation. A car ordered at the end of 2026 but cleared in January 2027 may fall under the 2027 coefficients. At the same time, the indexation itself does not retroactively recalculate a correctly paid fee: additional charges are possible only if customs, during an inspection, identifies violations in the original clearance or unlawful use of the benefit. As of November 5, 2026, there is no decision to cancel or postpone the indexation; deputy initiatives to soften the fee do not yet cancel the current coefficients, and the indexation schedule runs until 2030.
