  • The new preschool education standard is expected to be completed in 2027; no agreed version exists yet

  • Earlier, the Ministry of Education approved a new FGOS for grades 10–11, effective from September 1, 2027

Timeline and status of work on the standard

Work on the new preschool education standard in Russia is to be completed in 2027. This was announced by presidential adviser Elena Yampolskaya, chair of the Council under the President on the implementation of state policy in the field of supporting the Russian language and the languages of the peoples of the Russian Federation. Her remarks were cited by Gazeta.Ru with reference to RIA Novosti. According to her, no agreed version of the document exists yet: “Our colleagues told us that they plan to finish work on preschool education already next year, in 2027, and there is no agreed version yet. Everything is still in progress.”

What has been done and what is being discussed

This week, Yampolskaya received the first draft version of the standard for review, which the expert group will discuss later — it was recently reassembled. The presidential adviser expressed her conviction that the requirements of the new standard must strictly take into account children’s age-related, individual and educational needs, as well as the capabilities of all pupils, including children with disabilities.

Context: senior school already has a new standard

The situation with preschool education differs from that in senior school, where the standard has already been approved: The Ministry of Education previously establishedthat from September 1, 2027, students in grades 10–11 will be able to study either in a basic or an advanced track. The advanced option includes agrotechnological, natural-science, humanities, socio-economic, technological and universal profiles, and classes will be divided into specializations — medical, engineering, linguistic, psychological-pedagogical, physics-and-mathematics, literary-historical and others. Thus, while the rules for senior students have already been formally set by an order, the preschool standard remains at the draft stage, and its final version, as well as the exact timeline for its adoption, are still unknown.
