Security Council assessment and MVD statistics

The staff of the Security Council of the Russian Federation concluded, that the operational situation in Russia remains stable, despite the threats and challenges associated with the special military operation. This was reported to TASS by the press service of the agency after an analysis of the main crime indicators for January–September 2026. According to the Security Council's assessment, the situation in the country as a whole remains under control.

What the figures for nine months show

The Security Council's conclusions rest on MVD statistics published on October 30: over nine months, the number of registered crimes fell by 16.3% compared with the same period of 2025, while grave and especially grave crimes fell by 21.7%. Crime in the digital sphere declined the most — by 31.5%; fraud of all types decreased by 23.8%, murders and attempted murders by 11.9%, and residential burglaries by 27.4%. Crimes were registered 16.4% less often on streets, squares and in parks.

Migration and juvenile crime

A separate trend is visible in the migration statistics: as Life.ru previously reported, First Deputy Head of the MVD Andrey Kikot reported to Vladimir Putin a 40% reduction in crime among foreigners — 14.5 thousand such crimes were registered in the first half of the year. The MVD linked the changes to the expansion of the migration service's powers.

Mixed dynamics among teenagers

Not all indicators are moving in the same direction. In October, Life.ru wrote about a 12.3% increase in the number of teenagers aged 14 to 18 who committed crimes or took part in them — according to data for eight months. At the same time, according to more recent MVD data for nine months, the number of crimes committed by minors or with their participation fell by 2.1%. The outlet notes that these indicators reflect different aspects of juvenile crime, so there is no contradiction between them — they refer to different metrics and periods.
