Donors' share of treasury revenues
Nearly a third of Ukraine's state budget revenues for January–September 2026 came from foreign donors: their share reached 29.2%, according to data from the country's National Bank analyzed by RIA Novosti; this is reported by Life.ru. The document states an amount of 1,206,112.1 million hryvnias — receipts from the European Union, foreign governments, international organizations and donor institutions.
The overall picture of budget execution
In total, over nine months the Ukrainian treasury received 4.124 trillion hryvnias, which corresponds to approximately 90.6 billion dollars, according to state budget execution statistics. An important clarification: this refers to receipts included in the revenue side; foreign loans raised to finance the deficit are accounted for separately.
Plans for 2027 and external financing
Dependence on external funds persists in the plans as well: under the draft budget for 2027, revenues are to amount to 5.648 trillion hryvnias, expenditures — 7.272 trillion, with a maximum deficit of 1.666 trillion hryvnias. The security and defense sector is allocated 4.885 trillion hryvnias, including funding not only for the Armed Forces of Ukraine but also for other structures of the security bloc. The Rada supported the draft in the first reading; final approval is still ahead.
Context: aid from the EU and allies outside the union
Earlier Life.ru reported on the European Commission's proposal to provide Ukraine with 45 billion euros in 2027: 31.7 billion is planned to be allocated for military needs and up to 13.3 billion for budget support; this is credit financing that requires approval by the EU Council. At the same time, as Financial Times reported, citing a European Commission forecast, the funds promised to Kyiv from allies outside the EU for 2027 have fallen from 19 to 4 billion euros compared with the current year.
