Pretrial measure

The Novokubansk district court has remanded city head Alexander Minin in custody on suspicion of official misconduct crimes. This was reported by the joint press service of the courts of Krasnodar Krai, as cited by Gazeta.Ru. According to the court, Minin is charged under Part 2 of Article 292 of the Russian Criminal Code (official forgery) and Part 2 of Article 285 of the Russian Criminal Code (abuse of official powers); he will remain in custody until December 27.

The investigation's version

According to the investigation, the story began in 2022when the city administration signed a lease agreement with an LLC for a land plot designated for road service facilities; however, a concrete plant was built and launched on it instead. The investigation claims that Minin learned of this in 2025, after which he entered false information into an official document and issued an unlawful commissioning permit for a car service station, knowing that it did not actually exist and that its construction was not planned. As a result, the plot passed into the company's ownership without a tender and at a cadastral value significantly below the market price; the damage was estimated at more than 12.1 million rubles.

Context

Gazeta.Ru also recalls that earlier, a former head of a road company was detained in Rostov in a corruption case; this is a separate case, not directly related to the arrest of the Novokubansk city head.
