The key facts
- From November 1, crossing markings 1.1 and 1.3 within 50 meters before an intersection and 20 meters before a U-turn is not considered a violation
- Outside these zones, officers will continue to draw up protocols
- From November 1, unfastened seat belts will also be recorded by cameras installed by entrepreneurs
What changes from November 1
On October 29, the Cabinet of Ministers adopted Resolution No. 596 on improving the system of recording traffic rule violations. Under it, from November 1, traffic police officers will no longer draw up administrative protocols for crossing solid markings 1.1 and 1.3 within 50 meters before an intersection and 20 meters before a U-turn point. The change was reported by Kun.uz and Gazeta citing the press secretary of the Road Safety Service under the Ministry of Internal Affairs, Zoir Yuldashev.
Why it was canceled and what remains under control
Last year, automatic photo and video recording of crossing road markings (except the stop line) was already abolished by a government resolution, but officers retained the right to record this violation manually. Now manual recording has been canceled only in zones before intersections and U-turns — in other places, protocols will continue to be issued. Yuldashev explained the cancellation by forced situations: according to him, when approaching intersections, drivers sometimes have to cross the solid line, for example, if a car has stalled in their lane. The head of the Road Safety Service press service, in a comment to Gazeta, added that stalled or slow-moving vehicles and the need to change lanes in time before intersections caused artificial traffic jams; canceling protocols in these areas is aimed at safety and the continuity of traffic flow.
Seat belts and cameras
The same resolution allows, from November 1, detecting violations of driving rules and unfastened seat belts using special automated photo and video equipment. As Gazeta notes, unfastened seat belts will now be recorded, among other things, by cameras installed by entrepreneurs. Such devices must meet technical requirements and automatically transmit data to the 'Administrative Practice' module.
