What has changed

On 29 October 2026, the Cabinet of Ministers of Uzbekistan adopted Resolution No. 596, which expands the list of traffic violations that cameras installed by entrepreneurs can detect. From 1 November, such photo and video recording systems will be able to identify failure to comply with seat belt rules by drivers when operating a vehicle and transporting passengers. The Ministry of Justice reported this: the amendments were made to government Resolution No. 232 of 21 April 2021.

Technical requirements

Entrepreneurs will receive the right to record seat belt violations only if their systems meet the established general technical requirements. The system must automatically transmit to the 'Administrative Practice' module the date and time the violation was detected, the exact coordinates of the location, as well as the number and validity period of the metrological verification certificate. In addition, it must be equipped with a backup power source ensuring at least eight hours of operation during power outages, and take high-quality images in which the driver's face and whether the seat belt was used or not are clearly visible.

Context: who and when must buckle up

Road Safety Department cameras have been recording unbuckled seat belts since October 2023, so the new resolution extends an already existing practice to private systems. According to Gazeta.uz, since May 2022 the traffic rules have stipulated that the driver and front-seat passengers must fasten their seat belts before the vehicle starts moving; however, a fine for unbuckled seat belts for passengers has never been introduced into legislation. The use of seat belts in the back seats, as well as child seats for children under 7 and restraint devices for children aged 7–12, is only advisory.

Medical exemptions

Spot.uz recalls that in January 2026 the Ministry of Health approved a list of medical conditions granting exemption from the seat belt requirement. It includes fractures of the shoulder girdle, ribs, clavicle or sternum, a compression fracture of a vertebra, stage IV bronchial asthma, chronic heart failure of class III, severe cardiovascular diseases, obesity of class III (BMI of 40 or above), removal of a lung or part of a lung, short stature (under 150 cm) and certain neurological conditions. A certificate is valid for up to one year for most conditions, and indefinitely in cases of nystagmus or lung removal. Since June, drivers can upload a medical exemption certificate through the Unified Portal of Interactive Public Services.
