An apartment in salaries: what the analysts calculated
The developer Sever and the federal company Etazhi presented Gazeta.Ru with a calculationof how many average monthly salaries an apartment in a new-build development costs. The analysts compared the prices of apartments actually purchased in the third quarter of 2026 with average monthly salaries for January through July according to Rosstat. In Moscow, the average transaction price was 12.92 million rubles with a salary of 196,094 rubles — a ratio of 65.9 salaries.
The picture across cities
The lowest figure among the six cities is in St. Petersburg: an apartment costing 7.58 million rubles with a salary of 129,832 rubles corresponds to 58.4 salaries. In Tyumen, the purchase amounts to 66.5 salaries, in Yekaterinburg — 68.6, in Novosibirsk — 70.7. The highest ratio turned out to be in Kazan: an apartment costing 8.92 million rubles equals 90.2 salaries at an average salary of 98,932 rubles — that is, with an apartment price comparable to other cities but a noticeably lower salary.
Dynamics and limitations of the methodology
According to the authors of the calculation, over the year the ratio of housing purchase costs to earnings improved in all the cities studied. The most noticeable reduction occurred in Novosibirsk — by 10.4% — and in Moscow — by 9.2%. The analysts nevertheless warned that the indicator does not reflect the actual time needed to save up: it assumes that the entire average salary goes toward the apartment, with no spending on housing, food, transport, or other needs. Moreover, the average salary is not equal to the income of every buyer, and the price of the purchased property may vary depending on the size and characteristics of the home. The publication notes that earlier, the purchase budget for an apartment was calculated for families with one child.
