The key facts
- ADPIC and The Boring Company signed an agreement at the LIVEX 2026 exhibition in Abu Dhabi
- The parties will study the construction of tunnels for underground transportation and utility lines
- The company previously received approval for the Dubai Loop project — 17 km of tunnels in Dubai
The agreement was signed at the LIVEX 2026 exhibition
The Abu Dhabi Projects and Infrastructure Center (ADPIC) has signed an agreement with the American company The Boring Company, founded by Elon Musk and specializing in advanced tunneling technologies and infrastructure construction. According to Kun.uz, the document was signed as part of the Liveability and Investment Exhibition (LIVEX 2026), currently taking place in Abu Dhabi. On the ADPIC side, the agreement was signed by the center's director, engineer Maysara Mahmoud Salim Eid; on The Boring Company's side, by the company's president, Steve Davis. An official statement from Abu Dhabi's press service confirms the partnership and its purpose — exploring opportunities to develop underground infrastructure in the emirate.
What exactly will be studied
Under the cooperation, the parties will assess the possibility of creating underground transportation systems in the emirate, as well as tunnels for utility lines and related infrastructure facilities. According to the parties' assessment, such solutions could improve transport connectivity between districts, increase the reliability of urban infrastructure systems, and contribute to Abu Dhabi's sustainable development. The project analysis is expected to draw on international experience and best global practices: the issues under consideration include how to build tunnels, how to use completed facilities, and how to manage them.
Knowledge exchange and regional ambitions
The agreement provides for technical and strategic consultations on underground transportation, tunnels for utility lines, and related infrastructure. Specialists will exchange experience in tunnel planning, the application of modern tunneling technologies, construction methods, and safety standards. Separate areas of cooperation include facility operation, maintenance, digital design, automation, and infrastructure management throughout the entire service life. The parties also intend to help develop the knowledge and skills of local specialists and are exploring the prospects of turning Abu Dhabi into a regional center for tunneling technologies and underground infrastructure construction.
Context: Dubai Loop
Earlier, The Boring Company already received approval for the Dubai Loop project. Under the plan, a system of tunnels 17 kilometers long is to connect the busiest districts of Dubai, the UAE's largest city. Thus, the agreement with Abu Dhabi continues the company's expansion in the UAE; however, it is important that the signed document so far concerns a feasibility study: the announcements do not mention the start of any specific construction or timelines.
