The key facts
- It is proposed to procure hemodialysis, laboratory and diagnostic services, and equipment maintenance from private companies under outsourcing
- Annual contracts will be replaced with contracts of up to 5 years so that private partners can invest in equipment
- The proposals have been sent for refinement, with phased implementation planned afterward
What was discussed at the presentation
On October 26, President Shavkat Mirziyoyev reviewed proposals for developing medical infrastructure based on a unified master plan, Spot.uz reported. The presentation noted that when creating new healthcare facilities, it is not enough to limit work to constructing buildings — conditions for patients must also be taken into account. To this end, it is proposed to introduce unified requirements for the design of polyclinics and hospitals: convenient patient flow organization, an inclusive environment, room equipment, and infection control.
Clinical protocols
In medical practice, clinical protocols based on international recommendations are planned to be adapted to national conditions. After their implementation begins, the results will be regularly evaluated.
Outsourcing services to the private sector
A separate topic was the draft resolution on broadly engaging the private sector in healthcare. It is proposed to procure medical and support services from companies on an outsourcing basis — including hemodialysis, laboratory and diagnostic services, as well as equipment maintenance.
What changes for public institutions and private companies
The key change is replacing annual contracts with cooperation mechanisms lasting up to 5 years. The idea is that long-term contracts will allow private partners to invest in equipment and services. The scheme envisages a division of roles: public medical institutions procure services, while private organizations purchase equipment at their own expense and ensure its operation and renewal. It is also planned to introduce unified tender documents and an electronic procurement system, and individual clinics may be transferred to the management of professional companies.
Status of the initiatives
These are still proposals, not adopted decisions: the president instructed responsible officials to ensure the 'thorough refinement' of the presented initiatives, after which their phased implementation in practice is planned. Earlier, Spot.uz wrote that the Tourism Committee had proposed declaring Nurbulak in the Samarkand region a 'sanatorium town'.
