Presidential Resolution and Interagency Council

On October 19, the President of Uzbekistan signed a resolution on developing the field of psychological services in the continuous education system. The document aims to improve the quality of human capital, ensure the psychological well-being of youth, and enhance the scientific, methodological, and organizational foundations of psychological services in education. It also provides for the development of fundamental and applied research in psychology and the introduction of psychological support mechanisms in educational organizations. The resolution establishes an interagency council for the development of scientific research and personnel training in psychology, headed by Minister of Education and Science Erkinjon Turdimov. It includes representatives of the Academy of Sciences, the Ministry of Health, the Ministry of Digital Technologies, the Ministry of Internal Affairs, the Youth Affairs Agency, and other agencies.

Research Institute of Psychology

The establishment of the Research Institute of Psychology on the basis of the Educational and Scientific Center of Psychology of the Tashkent State Pedagogical University named after Nizami has been approved. The institute will be subordinate to the Ministry of Education and Science and will become the base institution for scientific research, retraining, and professional development of personnel in psychology for all levels of education. It will be located on Bratislava Street next to the former pedagogical university, where the Tashkent State University of the Uzbek Language and Literature is currently located. A mandatory requirement has been set for professional development of psychological service workers in educational organizations at least once every five years.

Targeted Psychological Diagnostics

One of the most important areas of the institute's work will be targeted psychological diagnostics of teachers and students of all educational organizations, conducted at least once per academic year. From the 2026/2027 academic year, diagnostics will be introduced in preschool and general secondary educational organizations, and from the 2027/2028 academic year — in secondary specialized, vocational, and higher education institutions. The institute must develop unified standardized methodologies and test kits for screening and in-depth diagnostics based on international standards. Diagnostics will be conducted on a special electronic platform with the confidentiality of personal data ensured. Based on the results, analyzed using artificial intelligence technologies, teachers and students will be divided into the groups 'psychologically stable,' 'in need of psychological support,' and 'requiring active psychological support.' For the latter two groups, individual support plans will be drawn up and psychologists assigned, and for the last group — mentor-psychologists. The institute will monitor the results of this work.

Personnel Training and Laboratories

The institute will begin training psychologists from educational organizations through a cascade system of professional development and will form groups of mentor-psychologists by region. The 150 best mentors, based on the results of the academic year, will receive a one-time payment of 20 times the minimum monthly wage from the state budget. At the end of each academic year, the institute will update recommendations on ensuring the psychological health of teachers and students; these will be taken into account in the preparation of textbooks. Topics on improving students' psychological knowledge will be included in the program of the 'Hours of the Future' lessons. Three laboratories will begin operating within the institute's structure: the laboratory of digital psychology and AI (study of internet addiction, cyberbullying, online safety, application of AI and virtual assistants in psychodiagnostics), the laboratory of educational psychology and psychological services (a unified ethical code, national work standards, and criteria for evaluating specialists' effectiveness), and the laboratory of psychological health and prevention (monitoring the psychological state of the population according to WHO standards, prevention of emotional burnout, anxiety, depression, and suicidal behavior, psychological assistance in emergencies).

Plans Until 2030

From 2027, the institute plans to annually provide professional development for 2,000 psychologists (8,000 in total through 2030 inclusive) and retrain 150 specialists (600 in total). From October 2027, the launch of a unified electronic platform for psychological assistance and a 'national psychological health monitoring system' is planned, enabling monitoring of the 'Psychological Health of the Youth of Uzbekistan' and planning of targeted assistance. To expand access to psychological services, voucher-based financing of services for socially vulnerable categories of the population and the engagement of non-governmental psychologists through public-private partnership are provided. It is also planned to produce podcasts, video materials, and other educational materials for the public.
