The discussion period has been extended by 30 days

The public discussion of the results of the mass valuation of residential properties in Tashkent has been extended until December 4, 2026. The announcement was made at a briefing attended by Feruz Sultanov, deputy director of the National Center for Mass Real Estate Valuation, Kun.uz reports. The deadline was extended by 30 days to study property owners' opinions more broadly.

Half of the owners who spoke out disagree with the valuation

By the time the extension was announced, 11,035 property owners had expressed their attitude to the valuation results. Of these, 5,535 agreed with the results, while 5,500 submitted objections and proposals — meaning that those who disagreed made up almost half of all who spoke out. Citizens can review the valuation results for their property and express their opinion through the my.gov.uz or davreestr.uz portals. The center emphasized that expressing an opinion is not mandatory; however, if an owner does not do so, the results will not be reviewed and will remain unchanged.

How the new valuation differs from the current one

According to preliminary calculations, the total value of more than 600,000 apartments in Tashkent has been assessed at 426.7 trillion soums, and more than 213,000 houses at 548.4 trillion soums. This is roughly 7.4 and 14 times higher than their current total cadastral value, respectively. Earlier, in an interview with Kun.uz representatives of the center stated that the publication of preliminary results does not yet entail any legal consequences for citizens, and the question of applying the new values as a tax base is being considered separately.

Context of the reform

The mass real estate valuation system is being introduced on the basis of a presidential decree of March 5, 2025. In 2025–2026 it is being piloted in Tashkent, in 2026–2027 in Nukus and regional centers, and from 2027 in the rest of the country's regions.
