Draft of the new status has been put up for discussion

Uzbekistan is preparing to introduce the status of 'Active Citizen in Society' (Jamiyatdagi faol fuqaro) for citizens who actively participate in public life and carry out community tasks. This is provided for by a draft resolution of the Cabinet of Ministers, the discussion of which will last until November 20, reported the outlet Gazeta.uz with reference to the document posted on the regulation portal.

Who receives the status and how

Under the draft, the status is awarded to 208 citizens in each district and city of Karakalpakstan, the regions and Tashkent for a period of one year. Assessment follows the '1 hour = 1 point' principle across five areas, with a maximum of 20 points each, 100 in total: participation in the 'Green Space' projects and tree plantings (assessed by the ecology department), care for lonely elderly people and people with disabilities (the 'Inson' social services center), participation as a mediator in resolving family conflicts (the mahalla women's activist), participation in hashar community work events (the mahalla chairperson), and free teaching of foreign languages and trades to young people (the mahalla youth leader).

Application procedure

Applicants, by the 15th day of each month, apply in person at Public Services Centers or fill out an electronic form on the my.gov.uz portal, attaching photos, videos and materials confirming the work done. The service is free of charge. Documents are sent via the 'Digital Mahalla' platform to the responsible agencies, which enter the points into the system by the 25th. The platform automatically recognizes applicants who score 75 or more points within the quota of 208 people and generates an electronic certificate with a QR code. If scores are equal, the applicant who submitted earlier has the advantage.

What benefits are provided

Status holders are promised a 10% discount on established fees and payments when receiving public services (except state duties), reimbursement of 5% of contract payments for tuition at state universities from the university's extra-budgetary funds, and coverage of 3% of the down payment on car purchase loans (within 20 times the base calculation indicator) from the funds of the Mahalla Association. In addition, recipients are awarded the 'Active Citizen' badge, and a special sign is placed on the door of their home. Since this is a draft, the listed measures will take effect only after the resolution is adopted.
