The key facts
- The draft government resolution has been published for public discussion
- Connection to GIS KSIM will make it possible to check number status and take contract terminations into account
- The goal is to identify risks of unlawful account use
The draft resolution has been submitted for discussion
The Max messenger is planned to be connected to the state system for monitoring telecom operators (GIS KSIM). This was reported by RIA Novosti, citing the press service of the Russian Ministry of Digital Development; the corresponding draft government resolution has already been published for public discussion.
What this changes in practice
According to the ministry's plan, connection to the system will make it possible to check the status of phone numbers used in the messenger and to take into account the termination of telecom service contracts. The Ministry of Digital Development links this to improving user security and identifying risks of unlawful account use: if a phone number is no longer serviced under a contract, its linkage to an account will be trackable through the state system.
Context: the messenger's growth
On November 3, it was reported that the number of public channels in Max had exceeded 582.8 thousand — 58.4 thousand more than a month earlier, while the total number of subscriptions reached 388.5 million, of which more than 34.5 million came in October. Thus, the discussed connection to GIS KSIM will affect infrastructure whose audience has grown noticeably over the past month. Earlier, the Ministry of Digital Development also spoke about another method of combating phone scammers.
