Russian Ministry of Digital Development postpones blocking of calls from unlabeled banks to November 13

Restrictions on incoming calls from credit and financial organizations that have not enabled mandatory call labeling have been postponed until November 13. The decision was made following a meeting between the Ministry of Digital Development and telecom operators and the largest banks: according to MTS, about 5% of banks, which account for the majority of the market's revenue, have not yet signed labeling agreements.

The Ministry of Digital Development has developed recommendations for protecting data centers from drone attacks, dividing data centers into three significance categories — K1, K2 and K3. The document provides for reinforcing buildings, electronic protection, service redundancy, and cooperation with the Defense Ministry, the Emergency Ministry and Rosgvardia. Market participants warn that the measures could raise providers' service prices by about 10%.

Uzbekistan approves preferential access to AI infrastructure for social projects

By resolution PCM-581 of October 20, the Cabinet of Ministers of Uzbekistan approved a regulation on the free and preferential provision of Ministry of Digital Development infrastructure to social AI projects. Startups, universities and scientific organizations will be able to receive up to 10 million tokens per month for LLMs and up to 120 GB of GPU memory for free, as well as purchase tokens at a 50% discount. Project selection will be held on a competitive basis twice a year.
