The key facts

  • The registry gained eight entries: two parties, one media outlet and five individuals
  • The Dawn party is linked to Yekaterina Duntsova, who was designated a foreign agent in May 2024
  • On October 23, journalist Maxim Kurnikov and five more entities had already been added to the list

Eight new entries in the registry

Russia's Ministry of Justice has updated the registry of foreign agents, adding eight entries at once: the political parties Peaceful Russia and Dawn, the media project Razoblacheno (Exposed), as well as Murat Temirov, Galina Rymbu, Nikolai Rodkin, Boris Grozovsky and Leda Garina. This was reported by Life.ru.

Who was added to the list

The most prominent figure on the list is economic commentator Boris Grozovsky, known for his publications on economic and socio-political topics: he worked for many years at the Vedomosti newspaper and took part in educational projects. Galina Rymbu is a poet, translator and literary curator who was born in Omsk and graduated from the Gorky Literary Institute; her works have been translated into several foreign languages. Nikolai Rodkin is one of the founders of the Omsk Civic Association; in 2023 he had already been held administratively liable for the absence of mandatory labeling of materials, when the court imposed fines on the activist.

Two parties on the list

The Dawn party is a political project of Yekaterina Duntsova, who at the end of 2023 tried to run in the presidential election but failed to complete the registration procedure for her initiative group. In May 2024, the Ministry of Justice designated Duntsova herself as a foreign agent, and the association she created repeatedly attempted to register as a political party. The second association, Peaceful Russia, held its founding congress in Berlin on June 12–13, 2026: participants adopted a manifesto, a declaration on the founding of the party and a charter, and also elected governing bodies. At the same time, holding a founding congress does not in itself mean state registration of the organization as a party in Russia.

Context and consequences of the status

This is already the second major update to the registry in a short period: On October 23, the Ministry of Justice added journalist Maxim Kurnikov to the list, Novosibirsk activist Yelena Shuvalova and four more entities — the BEYOND PROPAGANDA project, Politika. Novosibirsk Space, Mavi Group LLC and the International Union of German Culture. At the time, the ministry explained the decisions by the dissemination of materials from other foreign agents, the publication of information about the activities of Russian authorities that it deemed unreliable, and, in the case of certain organizations, the receipt of funding from foreign sources. Inclusion in the registry entails obligations and restrictions established by law, including special labeling of distributed materials and the submission of reports.
