What has been approved and who is entitled to payments
The government of Uzbekistan on November 3, 2026 approved a regulation on the procedure for assessing and compensating damage caused to the population as a result of man-made emergencies; the document has been published on Lex.uz. The decision was reported by the outlet Spot.uz, noting that the corresponding resolution was adopted under number 606, and that it was also announced on the legal Telegram channel of the Ministry of Justice.
What incidents the procedure covers
Man-made emergencies include transport accidents and catastrophes, accidents at chemically hazardous, fire- and explosion-hazardous facilities, accidents in power and utility systems, sudden collapse of building structures, as well as accidents related to the use or storage of radioactive and other hazardous substances, and hydrotechnical accidents. The Uzbek-language version of the Spot.uz publication listed the first four categories, while the Russian-language version listed an expanded list of six items.
Who pays and how
Damage is compensated from special funds under district (city) khokimiyats — until the court establishes the guilty parties, or if the organizations found guilty and their officials failed to compensate the damage within the deadline. One-time material assistance is paid at the expense of the guilty legal entities or their officials on the basis of a commission's act. The decision on payment is made by the Chairman of the Council of Ministers of Karakalpakstan and the khokims of regions and Tashkent. Damage assessment in emergencies of republican or transboundary level is handled by a special government commission; territorial commissions are created for regional and local incidents.
Payment amounts and limitations
The amounts of one-time assistance: to family members of the deceased (spouses, children, parents, dependents) — up to 500 BRV, that is up to 220 million soums, in equal shares to each; for severe harm to health — up to 200 BRV (88 million soums); for moderate harm — up to 150 BRV (66 million soums); for minor harm — up to 100 BRV (44 million soums). Victims must submit an application in the established form within 30 days from the day of the emergency, indicating details of the damage and all persons residing at the affected address. The regulation does not apply to buildings and structures erected arbitrarily and without registration, in cases of unauthorized alteration of load-bearing structures, as well as to cases of illegal extraction of minerals and failure to comply with technical or fire safety rules. Spot.uz also recalls that from February 2027, gas filling stations are prohibited from pumping liquefied gas into household cylinders under threat of a fine.
