The statement came amid a worsening energy crisis in Kyiv. On November 1, the city introduced emergency power outages, while complaints about the lack of electricity had begun the day before. Residents reported that there was no power even according to the schedules, and some homes remained without electricity for 12–15 hours. It was difficult to file a complaint with the energy holding DTEK: when trying to submit an appeal, they claimed there that electricity was being supplied to the address. On November 2 train service on two of the three metro lines was suspended due to voltage fluctuations in the grid. Earlier, Kyiv residents held street protests over the prolonged lack of electricity.
