The agenda has not yet been determined
Press secretary of the Russian president Dmitry Peskov said on air on Channel One that the agenda for a possible trilateral meeting between Vladimir Putin, Donald Trump and PRC Chairman Xi Jinping is still being coordinated. “It is being coordinated now,” he replied when asked whether the topics of the talks had been determined, adding that the matter is being discussed with both the Chinese and the American sides. This is reported by Gazeta.Ru and Life.ru.
What is known about the preparations
The day before, on November 3, Peskov reported, that work on coordinating the trilateral meeting is under way and that at this point there is a general understanding of possible talks at the APEC summit in China. Earlier still, the Kremlin noted that the coordination could be completed in the coming days, and that the parties consider such a format expedient and useful. The start of preparations for the trilateral talks on October 25 was described by presidential aide Yuri Ushakov: according to him, if circumstances are favorable, the leaders may meet on the sidelines of the APEC summit, which will be held in Shenzhen, China, on November 18–19.
Context
Thus, a few days before the summit, the organizational part has advanced — there is a general understanding of the talks and, according to the Kremlin, the coordination is close to completion — however, the substantive agenda of the meeting had not yet been determined as of November 4. Earlier, China's Foreign Ministry also commented on the possible meeting of the three leaders. The meeting itself remains possible but unconfirmed: judging by the statements, the parties are still only coordinating the final decision and the topics of the talks.
