Meeting on the development of Bukhara Region

On November 4, President Shavkat Mirziyoyev held a meeting on the comprehensive development of Bukhara Region and improving living standards, as reported by Spot.uz. According to the head of state, by consolidating the region's raw material, energy and business potential, projects worth $28 billion can be implemented over the next three years. The bulk of the amount — $17 billion — falls on the oil and gas and chemical industries.

Oil refining and energy

The task is to attract reputable technology companies to expand the capacity of the Bukhara Refinery. In Kagan District, the creation of a petrochemical scientific-industrial cluster is planned; the need for a new approach to deep processing of raw materials extracted in the region was noted. Spot previously wrote that the refinery will be modernized for $328 million to increase output of AI-92 and AI-95 gasoline — the new task of attracting technology companies gives this work a broader context.

Energy: confirmed groundwork and plans through 2029

Energy was named one of the priority sectors. In a short period, generating capacity of 2 GW has been launched in the region — this is already completed groundwork, not a plan. By the end of 2029, the commissioning of wind power plants with a capacity of 3.1 GW and storage facilities of 1 GW is planned. To transmit and distribute electricity, 745 km of power transmission lines are to be built over three years.

Textiles, education and healthcare

In light industry, the president called for more actively promoting local textiles abroad based on the experience of cooperation with global brands: the goal is projects worth $1 billion and a doubling of exports. In education, he instructed to increase the number of private kindergartens and schools, establish cooperation between technical colleges and large businesses, introduce international educational programs, and double the coverage of dual education in 10 universities of the region. In healthcare, the renovation of 29 hospitals and polyclinics was announced; he instructed to improve the quality of primary care services, attract investment and draw on the experience of specialists who have worked abroad.

What is known and what remains a plan

The meeting set goals and instructions, not signed contracts: the figures of $28 billion and $17 billion are an assessment of potential over three years; publications do not report specific investors or timelines for individual projects, apart from the energy targets through 2029. The meeting also raised the question of studying the possibility of building toll roads between the region's tourist sites , as Spot reported earlier.
