Launch ceremony in the Bukhara region

On November 3, 2026, President Shavkat Mirziyoyev, during a trip to the Bukhara region, took part in a ceremony commissioning new facilities and launching the construction of promising projects, the presidential press service reported. A program of 145 projects worth a total of $7.8 billion was prepared for the visit: 55 facilities worth $654 million are being commissioned, and construction is beginning on another 90 projects worth $7.1 billion.

Scale and participants of the program

The program covers petrochemicals, textiles, construction materials, machine building, energy, mining, pharmaceuticals, digital technologies, logistics, agriculture, food processing, housing construction, infrastructure, services and tourism. The projects involve investors from the USA, Canada, Germany, Japan, South Korea, Singapore, China, Vietnam, Turkey, the UAE, Saudi Arabia, Russia and India, as well as the Asian Development Bank and the Asian Infrastructure Investment Bank and local entrepreneurs. According to forecasts, implementation will create more than 14,000 jobs, produce goods worth 22 trillion soums a year and generate $510 million in exports.

What has been done and what is being built

The President noted that over the past nine years the region has attracted $9.5 billion in foreign investment, created more than 6,000 production facilities and 120,000 permanent jobs. In the energy sector, $2 billion has been attracted in recent years: wind capacity of 1,000 MW, solar capacity of 750 MW and energy storage systems of 63 MW have been commissioned, and 601 km of trunk power grids have been laid. Construction continues on the 300 MW Bos-2 wind farm in the Gijduvan district with ACWA, while in the Jandar and Peshkun districts Toyota Corporation and Sinoma are building wind power plants with a total capacity of 1,000 MW. Also planned are a $165 million project to generate electricity from household waste in the Kagan district with Chinese partners and a $150 million project with Germany's Leman for pump stations of the Amu-Bukhara canal.

Textiles, tourism, water and roads

In Bukhara, the Kurt Baver textile complex with a capacity of 62,000 tonnes of products per year will be built, and in the Romitan district a $400 million cotton-textile cluster will be created with Chinese investors; under these projects it is proposed to develop 9,000 hectares of land, raise the share of high value-added products to 65% and add $100 million in export opportunities. In the regional center, a tourist center is being created with the Bokiy Bukhoro cultural and ethnographic park, an exhibition hall and hotels; the opening of Indigo, Holiday Inn and Hilton hotels is planned. According to the President, 19 major tourism projects worth $3 billion will be launched in Bukhara, and tourism service exports could reach $5 billion a year. Two water supply projects worth $633 million have begun: water supply will improve for 2 million residents, 781,000 people will gain access to drinking water for the first time; over the next five years the region's population is to be fully provided with drinking water, and major cities and district centers with sewerage. Seven road projects worth $565 million should triple the region's transit potential.

Context and instructions

Spot previously reported that the tourist center in Bukhara is being built on a 50-hectare site worth $105 million — the new program with 19 projects worth $3 billion significantly expands this concept. At the end of the ceremony, the President pressed a symbolic button to commission the facilities and launch construction, after which he held a dialogue with foreign investors. He also heard reports on preparations of Bukhara's infrastructure for the summits planned for 2027 and gave relevant instructions.
