The minister's reception: figures and format
On October 31, Minister of Internal Affairs Lieutenant General Aziz Toshpulatov held his 17th personal reception of citizens. Receptions are usually held on the last Sunday of the month, but this time they were organized on a Saturday; the hearing of appeals, as before, took place at the MIA's ZHAR sports and recreation complex. The reception began at 10:00 and continued until 23:00. According to the MIA press service, a total of 481 appeals from individuals and legal entities were registered: 236 (49%) were resolved positively during the reception itself, while the remaining 245 were taken under control and forwarded to the relevant services. In parallel, heads of internal affairs bodies in Karakalpakstan, Tashkent and the regions held their own receptions, where they considered another 199 appeals — 74 (37%) of which were resolved on the spot.
What the visitors talked about
A Gazeta correspondent attended the reception from 10:00 to 15:00 and recorded the stories of several visitors; since the ministry's response to specific appeals remained unknown, the outlet cites only the words of the citizens. Tashkent resident Mukhtorkhodja Azimov said that craftsmen hired in April for 85 million soums never completed the repair of his house's roof: the money was handed over, but the work never began, and after he called the 102 service, one of the craftsmen, according to him, insulted him over the phone and threatened to kill him. The house, with an area of about 180 square meters, remains in an emergency state under plastic sheeting, the case is with the investigators of the district internal affairs department, and the applicant asked to speed it up and get his money back.
A disputed deal and drawn-out investigations
A resident of the Surkhandarya region (name not disclosed) reported that a shop inherited from her father was sold in 2025 without her knowledge: an expert examination confirmed the forgery of signatures in the sale contract, yet the criminal case was closed, and she herself is being summoned to court in a lawsuit seeking her eviction from the premises. She turned to the internal affairs bodies, the prosecutor's office, the khokimiyat and the ombudsman, but achieved no result. Namangan resident Nosirjon Bobokhodjaev said that in June an acquaintance of his stole his Equinox car along with 20 thousand dollars and 74.2 million soums in a bag. The woman was detained the same day, and 5,800 dollars were found on her, which the investigator later returned, but the rest of the money has not been returned. According to him, there were attempts to close the case under an article on rehabilitation, and in four months of investigation it has not been sent to court. He came to the minister's reception for the second time: a month ago, after he appealed to the deputy minister, no one contacted him.
Complaints about officers and 6 billion soums left unpaid
Tashkent region resident Dilnoza Akhmedova complained about a neighborhood police inspector: after a conflict with a tenant who, according to her, beat her and used pepper spray, no expert examination was ordered for more than a month, the traces of injuries disappeared, and the report recorded no signs of bodily harm. At a reception with Deputy Minister Timur Ismailov, she was told that an internal service investigation would be conducted regarding the inspector. Khurshid Rakhimzoda, a lawyer at the Fergana firm Taraqqiyot, stated that the company has been unable for two years to receive 6 billion 52 million soums for landscaping work in Fergana's Eco-City. The courts issued contradictory rulings: the first instance awarded 752 million, the appeals court 6 billion 9 million, and the cassation court reduced the amount to 538 million, and on October 20 the ruling was left unchanged. The applicant asked to verify on what grounds the completed work had been accepted by the state and where the funds had gone.
A repeat appeal from Gulistan
A separate story is that of Nargiza Malaboyeva from Gulistan: she had already given an interview to Gazeta at the reception on August 2. Back then she reported that an investigator from the Gulistan district police department threatened her with arrest, demanding that she deposit 466 million soums, even though she has receipts showing repayment of a loan of 282.5 million. After she appealed to Deputy Minister Ramazon Ashrapov, the investigator was replaced, but, according to her, the new investigator again tried to pin 27 thousand dollars on her, summoned her for investigative procedures on Sundays and holidays, and demanded that she change her lawyer. Now she asked to transfer the case to another region, saying that the local prosecutor's office had lost her trust, and that local officials promise to resolve the issue but fail to keep their promises.
