The key facts
- The European Commission cannot name a date for Ukraine's EU accession; the roadmap runs until the end of 2027
- Kyiv may close up to seven negotiating chapters in 2027 if it meets the rule-of-law requirements
- Kyiv had hoped on 15 December to secure the opening of the remaining clusters, but Brussels did not guarantee even technical timelines
The accession date remains uncertain
The European Commission is not yet able to name a specific date for Ukraine's accession to the European Union. This was stated at a press conference in Brussels dedicated to the annual EU enlargement report by European Commissioner for Enlargement Marta Kos, Life.ru reports. According to her, the roadmaps presented in the report set out plans only until the end of 2027, after which it will become clear how quickly the country can move forward.
What the roadmap provides for
Kos explained that the roadmap envisages the opening of new negotiating tracks and the completion of discussions on some already opened chapters, but completing these stages does not in itself mean obtaining membership. In her assessment, in 2027 Kyiv will be able to close up to seven negotiating chapters if it fulfils the European Commission's interim requirements in the area of the rule of law — for this, reforms must continue, including in the judiciary and the public administration system. EU High Representative for Foreign Affairs Kaja Kallas also acknowledged that Ukraine still has many stages to go through, but called for speeding up integration, linking it to European security interests: in her words, the experience Ukraine has gained on the battlefield, its capabilities and expertise demonstrate the importance of moving 'as quickly as possible'.
Kyiv's attempt to speed up the process
Earlier, according to Life.ru citing Politico, Ukraine had been trying to accelerate the negotiations out of concerns about elections in European countries in 2027: Kyiv had hoped to secure agreement on the opening of the remaining negotiating clusters as early as 15 December. Ukraine's Deputy Prime Minister for European Integration warned that after a change in the political situation in the EU, advancing the process would become significantly more difficult. However, Brussels refused to guarantee even the timing of technical negotiations, stressing that their duration would depend on the implementation of the necessary reforms. For context: Ukraine received candidate status in June 2022, and formal negotiations began in June 2024; membership requires fulfilling the European Union's requirements and securing the consent of all member states.
