The key facts

  • Ministry of Energy: 69.6 billion kWh for the first 9 months of 2026; National Statistics Committee: 67.2 billion kWh
  • The 2.5 billion kWh difference is rooftop panel output not captured by official statistics
  • Thermal plants produced 49.1 billion kWh, solar and wind — 10.5 billion, hydropower — 6.6 billion

Two agencies — two figures

The Ministry of Energy published on its Telegram channel a clarification regarding the discrepancy with the National Statistics Committee in electricity production data for January–September 2026. According to the ministry, 69.6 billion kWh was produced in the country over nine months, while the National Statistics Committee reported 67.2 billion kWh.

The reason for the discrepancy — rooftop panels

The Ministry of Energy explained the 2.5 billion kWh difference by the output of low-capacity solar panels installed by households and businesses. Over nine months, such installations (rooftop) generated 2.5 billion kWh, but this volume was not included in the National Statistics Committee's statistics. The ministry noted that this aspect should be taken into account when comparing the two agencies' figures.

Structure of electricity generation

According to the Ministry of Energy, thermal power plants generated 49.1 billion kWh, large solar and wind plants — 10.5 billion kWh, hydroelectric power plants — 6.6 billion kWh, and block power stations — 867.1 million kWh. Thus, rooftop generation of 2.5 billion kWh is comparable to a quarter of the output of all large solar and wind plants — an editorial observation showing that decentralized small-scale generation is already noticeable in the balance, although it is still missing from the committee's official statistics.
