- Students of non-state universities not entered into HEMIS by October 1 will not receive a diploma
Detention in Namangan and the ministry's warning
The Ministry of Higher Education, Science and Innovation urged citizens to beware of fraud related to university admission and transfer of studies. The reason was an incident in Namangan region: according to Zamon.uz, during an operation by the regional department of the Department for Combating Economic Crimes under the Prosecutor General's Office, a man was detained who promised to enroll a citizen in the 3rd year of a private university and demanded 18 million soums for it. He was detained at the moment of receiving the money, and a criminal case was opened.
How the official transfer and enrollment procedure works
The ministry recalled the current rules that make such 'services' pointless. Applications for transfer from foreign and non-state higher education institutions are accepted annually only from July 15 to August 5 through a special electronic platform of the Agency for Assessment of Knowledge and Qualifications, and the transfer itself is based on the results of tests conducted by the Agency. In addition, orders concerning students enrolled in non-state universities must be registered in the HEMIS system no later than October 1 — for persons not entered into the system, no diploma is generated. This means that 'enrollment' bypassing the platform and HEMIS provides no documentary proof of student status.
Recommendations for citizens
The ministry urged citizens not to believe promises such as 'we will enroll you in the 3rd year without exams', 'we will transfer you after the study period' or 'we will process the documents later'. Citizens are advised to use only official platforms, verify the registration of their student data in HEMIS, and not hand over documents or money to intermediaries. Suspicious offers can be reported via the short numbers 1253 (Anti-Corruption Agency) or 1006 (the ministry).
