The key facts

  • From November 1, 2026, QazETA checks have been launched at Aktau airport and four road border crossings; obtaining the permit becomes mandatory from July 1, 2027
  • The application is submitted free of charge at least 72 hours before entry; the permit is valid for 180 days but does not extend the permitted length of stay
  • Children under 16, citizens over 65, residence permit holders and several other categories are exempt from QazETA

What changes from November 1

Starting November 1, 2026, Kazakhstan has begun the phased rollout of the QazETA electronic permit system for citizens of countries with a visa-free regime. The new requirements also apply to citizens of Uzbekistan, reports Daryo.uz. The rules were approved by a resolution of the Government of Kazakhstan dated October 10, 2026, and obtaining the permit will become mandatory only from July 1, 2027.

In practice: for now, checks are informational

The key point for travelers right now: from November 1, 2026, the absence of a QazETA will not be grounds for denial of entry — at the first stage, border officers only check whether the permit exists and explain how to obtain it. Checks have been launched at Aktau airport and at four road border crossings: Urlutobe (Pavlodar region), Aukhatti (Zhambyl region), Atameken (Turkistan region) and Nurly Zhol (Zhetysu region). From January 1, 2027, the system will be introduced at the airports of Astana and Almaty, and from March 1 — at the remaining border crossings. Thus, for residents of Uzbekistan entering via the Turkistan route, the new rules are already in effect, but so far without penalties for not having a permit.

How to apply and who is exempt

The permit can be obtained on the Qazeta.kz website or through the QazETA app: registration, identity verification via passport, and an electronic application with travel details are required. The procedure is free, and the application must be submitted at least 72 hours before entry. The permit is valid for 180 days, but it does not extend the permitted length of stay in the country. When crossing the border, you must present the passport used during the application.

Exemptions and limitations

Children under 16, citizens over 65, holders of a residence permit in Kazakhstan and certain other categories are exempt from obtaining a QazETA. Exemptions also apply to diplomats, members of official delegations, employees of international organizations, crews of aircraft and ships, railway crews, refugees and asylum seekers. However, having a QazETA does not guarantee automatic entry: the final decision is made by the authorized body at border control.
