The key facts
- The ban on the export of diesel and marine fuel and gas oils for direct producers has been extended until January 31, 2027
- In November, exports taking exemptions into account may amount to about 2.15 million tons; about 510 thousand tons were planned for October
- Exemptions allow fulfilling obligations, including diesel supplies to the US under contracts and special permits
Extension of restrictions for three months
The Russian government has signed a resolution extending the temporary ban on the export of diesel and marine fuel, as well as gas oils, exported from the country by direct producers, until January 31, 2027 inclusive. The official purpose of the decision is to maintain a stable situation on the domestic fuel market, reported the press service of the cabinet (Life.ru). Previously, a similar restriction for producers was in effect until October 31, 2026; the general ban on the export of certain types of fuel had already been set until the end of January of the following year, so the new resolution extends the restrictions specifically for companies that produce these petroleum products themselves.
Exemptions and supply volumes
On the eve of the signing, Deputy Prime Minister Alexander Novak said that a directive was being prepared to extend the ban by essentially three months, and clarified: 'as before, separate exemptions will be made for supplies to world markets' — this will allow the fulfillment of agreed obligations to foreign partners to continue. According to him, in October Russia planned to supply about 510 thousand tons of diesel fuel to foreign markets, and in November the export volume, taking exemptions into account, may amount to approximately 2.15 million tons; further supplies will depend on the situation on the fuel market.
Supplies to the US and partial lifting of the ban
A separate topic is the Russian-American agreements. Novak previously reported that several tankers with Russian diesel fuel had already headed to the US; supplies are proceeding under concluded contracts and special permits. Earlier, Life.ru wrote that the government partially lifted the ban on diesel exports as part of these agreements: the decision came into force on October 10 and initially provided for supplies of up to 500 thousand tons of fuel to the world market; the cabinet emphasized at the time that production volumes made it possible to simultaneously meet domestic demand and fulfill export contracts. Thus, the extension of the ban until January 31, 2027 does not cancel the exemptions under which supplies are already underway — it maintains the general ban for producers, leaving certain export channels under special permits.
