The key facts
- George Beebe urged not to delay a diplomatic resolution of the conflict
- In his assessment, the main threat is air strikes on energy infrastructure
- Lavrov once again proposed that Zelensky come to Moscow with security guarantees
Warning of a winter crisis
Ukraine risks facing the coming winter without electricity, heating and, likely, water supply unless progress is made soon in peace talks with Russia. This forecast was voiced by the former CIA director of analysis on Russia, George Beebe, on a YouTube channel, reports Life.ru. In his view, delay could result in a serious humanitarian crisis, especially against the backdrop of cold weather and ongoing strikes on the country's energy infrastructure. 'If we do not achieve real progress very soon in finding a way to establish peace in Ukraine, the country will find itself in an extremely difficult situation in winter — without electricity, heating and, likely, water supply,' the outlet quotes Beebe as saying.
Assessment of the situation on the front and in the air
Beebe noted that the Ukrainian armed forces are experiencing serious difficulties in confronting the Russian army, but in his assessment the more serious challenge for Kyiv is not the fighting along the line of contact but air strikes. 'Ukraine's truly serious problems are connected with the Russian strategic air campaign,' the expert emphasized. He explained that the Ukrainian army lacks air defense assets to intercept missiles, glide bombs and drones, and as winter approaches this problem worsens: damage to energy infrastructure could leave the population without vital utilities. Absent diplomatic progress, Beebe believes, the situation could deteriorate noticeably within weeks and months, which is why he called for seeking the possibility of a peace agreement between Moscow and Kyiv as soon as possible.
Context around a possible meeting
Against the backdrop of these warnings, the outlet recalls the diplomatic agenda: Russian Foreign Minister Sergey Lavrov has once again proposed that Volodymyr Zelensky come to Moscowif he genuinely wants to discuss the settlement of the conflict in person with Russian President Vladimir Putin. According to Lavrov, the head of the Russian state has repeatedly confirmed his readiness for such a meeting despite the continuing differences between the countries; in the event of a visit, Zelensky would be promised the necessary security guarantees. Separately, Life.ru reported that the US State Department approved a possible sale of Patriot missiles to Ukraine worth $2.1 billion — a decision that concerns precisely the air defense shortage Beebe spoke about. It should be noted that all the assessments cited belong to one expert and one outlet; there is no independent confirmation of the winter-crisis forecast in the available materials.
