The key facts
- Blocking of calls from unlabeled banks postponed from October 15 to November 13, 2026
- 95% of banks have already signed agreements with operators, but the remaining 5% generate the majority of the market's revenue
- Mandatory labeling of calls from organizations has been in effect in Russia since September 1, 2025
Deadlines pushed back again
The Russian Ministry of Digital Development, Communications and Mass Media has postponed the introduction of restrictions on incoming calls from credit and financial organizations that do not use mandatory call labeling until November 13. This was announced by the ministry following a meeting with representatives of telecom operators and the largest banks (Gazeta.Ru).
Why the deadline changed
Initially, operators planned to launch the blocking on October 15, but agreed to postpone the deadline after the Ministry of Digital Development recommended moving it to at least early November. Thus, November 13 is already the second agreed date, and whether the new deadline is final remains an open question until the ministry makes an official announcement.
Who is affected by the restrictions
Mandatory labeling of calls from organizations has been in effect in Russia since September 1, 2025. According to MTS head Inessa Galaktionova, 95% of banks have already signed agreements with operators to connect the service, but the remaining 5% of credit organizations generate the majority of the entire banking market's revenue — it is precisely for them that the restrictions are being introduced, aimed at protecting citizens from fraudulent calls. In practical terms, this means that from November 13 subscribers may stop seeing incoming calls from the largest players in the banking sector if they do not enable labeling. Gazeta.Ru previously also reported that Yandex began blocking fraudulent calls on iPhone in real time.
