Phone advertising — only with the subscriber's consent
From November 1, advertising calls and SMS mailings over mobile networks may be sent only with the prior written or electronic consent of the citizen. Mailings are prohibited from 18:00 to 09:00. If a subscriber requests it, telecom operators must fully or partially block advertising calls and messages. Companies providing advertising distribution services must register their information systems in the state register of personal data databases; violation of these requirements is qualified as a violation of advertising and personal data legislation.
Pensions without an application and electronic service
For some citizens, the procedure for granting an old-age pension is changing. For persons recognized as unemployed due to reduced work volumes or the liquidation of an enterprise, such a pension will be granted proactively — without a separate application — two years earlier than the generally established retirement age. At the same time, the citizen retains the right to refuse a pension granted in this manner. For those entitled to an early (preferential) pension (employed in hazardous and heavy work, and on other grounds with a reduced retirement age), the pension-granting service on preferential terms is provided in interactive form — through public service centers or the my.gov.uz portal.
New system for supplying the population with liquefied gas
The supply of liquefied gas to the population is being moved to a new model. A specialized company, LPG-Trade, is being established under Khududgaztaminot, which will become the operator for delivering gas to the population. All liquefied gas produced by Uzbekneftegaz and Lukoil Overseas Supply and Trading Ltd will be offered on a special trading platform of the commodity exchange; LPG-Trade buys gas there for the population's needs, and if there is a shortage it can purchase additional volumes at open exchange trading. Importers will also be able to sell gas on this platform. Gas is supplied to the population at state-regulated retail prices, and the difference between these prices and the economically justified costs of LPG-Trade is compensated from the republican budget; for the reorganization of the system, the company receives a loan of 200 billion soums from the budget.
Advance payments for electricity and gas reduced for entrepreneurs
The procedure for entrepreneurs' payments and reporting for electricity and gas is being simplified. Those who use meters connected to an automated system with the ability to remotely disconnect and reconnect will make an advance payment of 15% of monthly consumption — previously it was 100%. The benefit does not apply to those who violated payment discipline in the last two months. In addition, the obligation to submit written consumption reports to territorial supply enterprises is abolished, and contracts for electricity and gas supply services can be concluded electronically without paper paperwork.
Subsidies for greenhouses and other changes
Greenhouse farms covered with a special heat-saving 'blanket' (kurpa) or using energy-efficient 'green' heating equipment — heat pumps, geothermal and solar heating systems — will be granted, from November 1, 2026 to April 1, 2030, a subsidy of 50% of the cost of electricity consumed in October–March. The customs fee for processing international courier shipments is reduced by 20%: from 2% of the BRV (8,800 soums) to 1.6% of the BRV (7,040 soums) per kilogram of gross weight. From November 1, the patrol service must also respond to reports of crimes and incidents in residential buildings received via '112', and internal streets of mahallas are included in patrol routes; persons who violated order at mass events may be temporarily denied access to subsequent events. Also, from November 1, the autumn planting season of the 'Yashn Maqon' project begins in Karakalpakstan and Khorezm region — in total, 140 million saplings are planned to be planted across the country, in other regions work will begin on November 5, 10 and 20 depending on the region.
Apple Pay and Google Pay have started operating in Uzbekistan
In addition to the changes taking effect on November 1, the country has already launched the Apple Pay and Google Pay payment services. As of October 27, iPhone users can add cards from local banks to Apple Wallet; the launch of Google Pay was officially announced on October 19, and card connection to the service also began on October 27. According to the Central Bank, work on connecting Uzcard and Humo cards to Apple Pay is ongoing, and this option will be made available in the near future; the regulator noted that the service's availability will be expanded gradually — depending on the technical readiness of banks and payment systems.
