Several rules change starting November 1
Starting November 1, 2026, several changes take effect simultaneously in Uzbekistan, affecting schoolchildren, the elderly, mobile subscribers, greenhouse farms, and recipients of international parcels. The overview was prepared by Daryo.uz, citing government and presidential resolutions, as well as draft documents submitted for public discussion.
School: stroke, holidays, and master plans
Schools are gradually introducing the international “FAST — superheroes” program for students in grades 1–4: children will be taught to recognize the first signs of stroke — facial asymmetry, arm weakness, and speech impairment — and to act in an emergency by informing adults and calling an ambulance at 103. In the first stage, classes will be held in seven schools in Tashkent's Almazar district and in six schools in Samarkand, Kattakurgan, and the Ishtikhan district. Lessons are conducted in a game format, with videos and special characters.
Discounts for the elderly, quiet for subscribers
From November 1 to 30, the country hosts the “Month of Tourism for Elderly People”: senior citizens will receive 50% off entrance tickets to cultural heritage sites, state museums, and museum-reserves. The procedure is set by a protocol of the Cabinet of Ministers meeting dated September 29, 2026. The Russian-language version of the Daryo.uz overview additionally reminds readers of the existing 20% discount on domestic train tickets (except Afrosiyob) for pensioners — it applies annually from October 2 to 8 and from November 1 to 30.
Support for those in need and planting 140 million saplings
According to a draft presidential decree submitted for public discussion, in November 2026 needy families are planned to receive a one-time payment of 1 million soums — not only families from the Social Register, but also those whose income meets the criteria as determined by the “mahalla seven.” The funds must be transferred to social or bank cards by November 30. This is still a draft, not an adopted decision.
Business and logistics: fees, subsidies, powers
From November 1, the customs fee for processing international courier shipments is reduced by 20%. Under the same presidential resolution, transport and logistics centers that meet the established requirements are exempt from land and property taxes until 2040, and centers included in the registry will be able to import certain types of warehouse equipment and loading/unloading machinery not produced in the republic duty-free until August 1, 2029.
Egypt: new requirements postponed
It was previously reported that from November 1, new entry requirements were planned to be introduced for Uzbek citizens traveling to Egypt. However, following negotiations between the Foreign Ministry of Uzbekistan and the country's embassy in Cairo, the introduction date has been postponed to March 1, 2027. Until that date, Uzbek tourists can still visit Sharm el-Sheikh and the Sinai Peninsula without a visa under the current procedure.
