The key facts
- The advance payment for electricity and gas for those connected to automated metering is reduced from 100% to 15% from November 1, 2026
- The obligation to submit written reports on resource consumption and paper-based contract formalities is abolished
- SMS advertising is allowed only with the written or electronic consent of the recipient
Reduction of advance payments for businesses
From November 1, 2026, entrepreneurs connected to automated systems for metering and monitoring electricity and natural gas and equipped with meters capable of remote disconnection will pay an advance of 15% of monthly consumption instead of the previous 100%. An exception is made for those who violated payment discipline during the last two months. This measure is provided for by a presidential decree issued to implement the tasks defined during the head of state's open dialogue with entrepreneurs (farmonida). At the same time, the obligation for entrepreneurs to submit written reports on electricity and gas consumption to territorial power and gas supply enterprises is abolished.
Abolition of paper-based connection contracts
From the same date, the procedure under which contracts for supplying consumers with electricity and natural gas were drawn up on paper is abolished: they will be able to be concluded in electronic form.
Regulation of SMS advertising
The second innovation is enshrined in a presidential resolution on regulating, in the interests of consumers, certain relations in the field of advertising (qarorida). From November 1, 2026, it is prohibited to send offers of goods and services to a person's phone number in the form of SMS without their written or electronic consent. This applies to any legal entities and individuals advertising goods, works or services via mobile communications. In addition, legal entities providing services for sending advertising calls and SMS messages to mobile numbers will be allowed to provide such services only after registering their information systems in the state register of personal data databases. The purpose of the changes is to strengthen the protection of citizens' rights with regard to advertising calls and notifications.
