The key facts

  • The Bir Yo'l platform will combine tickets for trains, planes, buses and urban transport; launch is scheduled for January 1, 2028
  • Pilot route: Tashkent airport — Urgench airport — Khiva railway station — from July 1, 2027
  • By 2030, 25% of passengers are expected to use the platform; the draft is open for discussion until November 11

Strategy draft opened for discussion

The Ministry of Transport has developed a draft Strategy for the Comprehensive Development of Domestic Passenger Transport until 2030 and opened it for public discussion until November 11. This was reported by Daryo.uz and Gazeta.uz. The document's key proposal is to launch a unified national digital transport platform called Bir Yo'l on January 1, 2028, integrating rail, air, bus and urban transport services.

What will change for passengers

Currently, passengers use several independent sales systems: Uzbekistan Airways, Uzbekistan Railways (Uzbekiston Temir Yullari) and Avtoticket operate platforms for remote ticket purchases, while automated payment systems are being introduced in urban transport. According to figures from the Ministry of Transport cited by Gazeta.uz, there is still no unified system combining booking and payment for journeys across different modes of transport.

The Bir Yo'l platform

Through the platform, passengers will be able to get information on routes, schedules, ticket prices and seat availability, plan door-to-door trips, and book e-tickets and transfer services with a single order and payment. It is expected that a passenger will be able to build a route using several modes of transport — for example, a plane and a train — and arrange the entire journey in one system instead of buying tickets from different carriers.

Pilot on the Tashkent — Urgench — Khiva route

A pilot project for the unified ticket is proposed to launch on July 1, 2027 — six months before the platform's full rollout. The first route will be: Tashkent International Airport — Urgench International Airport — Khiva railway station. For this route, unified tariff and settlement mechanisms are planned, information systems of the airline and the railway carrier will be integrated, and tickets will be sold within a single platform.

Infrastructure for the pilot already exists

In the Khorezm region, the infrastructure for the first pilot route is already in place. In August, President Shavkat Mirziyoyev inspected a new railway line connecting Urgench Airport to the railway network: as part of the project worth 225 billion soums, 11 km of track were built, and since September 3 a CR200J electric train has been running between Urgench Airport and Khiva.

Schedule synchronization and connections via Tashkent

The strategy also provides for coordinating the schedules of trains, planes and buses: artificial intelligence is planned to be used to forecast passenger flows and draw up timetables, while bus travel times will be adjusted to train and flight arrivals and departures to reduce waiting during transfers. Separately, it is proposed to develop domestic transfers via Tashkent: a single e-ticket for connecting flights, check-in to the final destination, and baggage delivery without re-collection at the intermediate airport.
