The key facts
- The order portfolio for Africa and the Middle East is tens of billions of dollars, according to FSVTS head Dmitry Shugaev
- Algeria was named an example of strategic partnership; contract details are not disclosed
- An order portfolio represents obligations over several years, not amounts already received into the budget
Order portfolio assessment
Russia's portfolio of military orders from African and Middle Eastern states is estimated in the tens of billions of dollars. Dmitry Shugaev, director of the Federal Service for Military-Technical Cooperation (FSVTS), announced this in an interview with the Vesti TV channel, reports Life.ru. “If we take Africa and the Middle East as a whole, then, of course, this is a fairly large volume. We have partners of, I would say, a strategic nature — countries such as Algeria, for example. The order portfolio amounts to tens of billions. This is not for just one year,” the outlet quoted the head of the agency as saying.
What lies behind the figure — and what it does not include
Shugaev did not provide individual sums for specific countries or disclose details of particular contracts. It is also important that we are talking specifically about an order portfolio — a set of contracts and obligations that may be fulfilled over several years. Therefore, the stated estimate does not mean that this entire amount has already entered the Russian budget. According to Shugaev himself, among Moscow's key partners are countries with which long-term relations in the field of military-technical cooperation have been established, and he cited Algeria as an example of contracts designed for more than one year.
Context: Kremlin reception following the summit
The head of the FSVTS's statement came against the backdrop of a broader course toward developing ties with the African continent. Earlier, as Life.ru wrote, Vladimir Putin, at the ceremonial reception at the Kremlin in honor of participants of the Russia — Africa summit outlined key areas of cooperation with African states: according to him, Moscow intends to strengthen ties not only in trade and investment, but also in the sphere of security, culture, and humanitarian interaction. Putin also stated that Russia is ready to participate in resolving crises in Africa and to help prevent the emergence of new hotbeds of tension.
