The key facts

  • The Ministry of Justice has added 12 people to the registry of those evading punishment abroad.
  • Real estate linked to the individuals and their families is estimated by RT at approximately 1.76 billion rubles.
  • The registry provides for blocking of funds, a ban on registering as an individual entrepreneur, and real estate transactions.

New registry and restrictions for the individuals listed

Russia's Ministry of Justice has added 12 people to the registry of those evading punishment abroad. Inclusion in the list, as the agency explained, entails financial and property restrictions: funds and other assets may be blocked, registration as an individual entrepreneur may be prohibited, and banking operations and real estate transactions may be restricted.

What was found in the property registries

The RT television channel examined real estate linked to the individuals on the registry and their families, and estimated its value at approximately 1.76 billion rubles — as reported by Life.ru citing the channel's data. The most expensive part is linked to the family of political scientist Ekaterina Schulmann: according to RT, the family owns two office and business buildings on Baumanskaya and Elektrodnaya streets in Moscow with a total area of about 2,000 square meters, as well as commercial and residential premises on Rozhdestvensky Boulevard; in total, about 3,000 square meters with an estimated value of 1 billion rubles.

The other individuals

Businessman Yevgeny Chichvarkin, who lives in London, is found to own half of an apartment on Bolshaya Dorogomilovskaya Street — his share may be worth about 23 million rubles. Court documents from 2025 mention another of his Moscow apartments; exact details are not specified, but, as the article's authors wrote, it may be a townhouse in Serebryany Bor worth at least 20 million rubles. Opposition figure Vladimir Milov was found to own an apartment on Litovsky Boulevard worth an estimated 23 million rubles, and former lawyer Mark Feygin — a parking space on Ostozhenka worth about 8 million rubles.

Seized and registered to relatives

Former Yukos owner Mikhail Khodorkovsky is linked to a plot in the elite Zhukovka area, which a court recognized as his de facto property: the land, with an assessed value of 108 million rubles, was converted to state revenue in 2025. A house in the Yablonevy Sad (Apple Orchard) settlement, formally owned by a cooperative, was also seized. Boris Zimin's family is linked to a house and at least three land plots of 12 sotkas each in Novoglagolevo in the Moscow region, registered to his son; according to RT's estimate, such plots could now be worth about 45 million rubles.

Status of the individuals

Schulmann, Chichvarkin, Milov, Feygin and Zimin have been added by Russia's Ministry of Justice to the registry of foreign agents. Khodorkovsky has been designated a foreign agent in Russia and included in Rosfinmonitoring's list of terrorists and extremists. The property value estimates in the publication are given as approximate: some of the data is based on court documents and registries, and the exact characteristics of some properties (for example, Chichvarkin's second apartment) are not disclosed in them.
