In a number of regions, the procedure for issuing registration documents has changed, and students have found that the Form No. 9 certificate, which was previously required for moving into a dormitory, is no longer issued by local MFC centers. According to Murog, before collecting certificates, students should check the current dormitory regulations and the list of documents of their specific educational institution. In practice, for moving in on general grounds, it is usually enough to confirm the distance of one's permanent place of residence — for this, a passport with a registration stamp or an electronic address certificate from Gosuslugi, signed with the MVD's enhanced qualified electronic signature, will do. The final set of documents depends on the university's rules: if the administration continues to request Form No. 9 specifically, the student should ask for clarification — which document is accepted instead and in what form it must be submitted.

How to obtain an address certificate and what to keep in mind for preferential accommodation

An address certificate about oneself can be obtained electronically or on paper. According to clarifications from the MVD, which the publication cites, the service is free of charge, and the electronic document is sent to the personal account on Gosuslugi. Information about one's own registration can also be requested at a migration issues office, and it is not necessary to apply for it through the property owner.

Separate requirements for those eligible for benefits

Murog separately emphasized that the requirements for preferential provision of a place should be clarified in advance. If a dormitory place is requested on the grounds of low income, a certificate of state social assistance from social protection authorities may be required — it confirms a different circumstance and cannot be replaced by information about the address of registration.
