The key facts

  • Rheinmetall delayed the handover to Romania of two Oerlikon GDF 103 anti-aircraft systems by almost eight months — delivery is expected by the end of December 2026.
  • The modernization of four air defense systems is being carried out under two contracts worth a total of 328 million euros.
  • Romania's Ministry of Defense intends to claim penalties from the concern, which could amount to several million euros.

Missed deadline on the first contract

The German defense concern Rheinmetall has delayed the delivery to Romania of two modernized Oerlikon GDF 103 anti-aircraft systems by almost eight months. According to the republic's Ministry of Defense, as published by the portal Defense România, instead of mid-April the equipment will reach the customer only in December, reports Life.ru.

Terms of the contracts

Bucharest signed an agreement to upgrade four air defense systems, sending them to German specialists in early 2024. The work is divided into two contracts with a total value of 328 million euros: the first covers the modernization of a pair of systems for 166 million euros, the second — two more for 162 million euros.

New deadlines and penalties

Originally, the first batch was to be returned to the Romanian army by April 15, 2026, but the contractor failed to meet the schedule and expects to complete the delivery by the end of December. For the remaining systems, the initial deadline was December 20; Romania's Ministry of Defense has not yet received any notice of a revision. Thus, by the end of the year Bucharest may receive all four upgraded systems, but the Romanian authorities intend to claim contractual penalties from Rheinmetall, which could amount to several million euros.

What's next and context

Even after the equipment arrives, the Romanian military will not be able to put it into service right away: first the modernized systems must undergo checks on Romanian territory, and when they will be ready for full use remains unknown. It is editorially noted that this is not Rheinmetall's only scheduling problem: according to Life.ru, Germany has decided to buy 48 mobile GARMR counter-drone systems due to delays in Skyranger deliveries from the same concern. As became known on October 22, the Bundeswehr intends to temporarily make up for the shortage of air defense systems with products from Diehl: the German military had expected to receive the first batch of 18 Skyranger vehicles back in 2026, but fully equipping the units may now stretch out by an additional two to three years.

Why it matters

The missed deadline directly affects the combat readiness of Romania's air defense: until acceptance and checks are completed, the country remains without four upgraded anti-aircraft systems for which it has already paid under contracts worth 328 million euros. The practical consequences are the imposition of penalties on the contractor and, judging by the German example of purchasing GARMR systems, the search for temporary substitutes when air defense deliveries are delayed.
