Procedure for state registration of medical workers approved
By a resolution of the government of Uzbekistan dated October 19, 2026 (No. 577), a regulation on the procedure for state registration of medical and pharmaceutical workers was approved. This was reported by the Ministry of Justice and other sources. The authorized body is defined as the Center for Qualification Assessment of Medical and Pharmaceutical Workers. The resolution enters into force three months after its official publication.
From 2030 registration will become mandatory
From January 1, 2030, the right to engage in medical and pharmaceutical activity will be granted for a period of five years only to persons who have passed state registration in the relevant specialty. Those who have not passed registration will be prohibited from working in their specialty. To continue their activity, registered specialists will have to undergo registration again every five years.
Transition period with voluntary registration
From July 1, 2027 to January 1, 2030, registration will be carried out on a voluntary basis — based on the results of a special exam or automatically in the process of awarding a qualification category. Workers with at least 20 years of experience in the specialty and an academic degree will be able to register without an exam. The exception is those who, as of the date of application, have not been continuously engaged in professional activity in the specialty for three years or more.
How to submit an application and receive a certificate
Applications can be submitted through centers of state services, the Unified Portal of Interactive State Services, or the 'Tibbiy malaka' platform. Electronic applications are accepted around the clock, including weekends and holidays. The authorized body reviews the application within five working days and decides whether to admit the applicant to the special exam. The registration certificate is issued only in electronic form and can be verified through the Unified Electronic Register of Medical and Pharmaceutical Specialists; no paper original or duplicate will be issued.
Context: system announced in September
According to Gazeta.uz and Daryo.uz, on September 4, at a presentation before the president of Uzbekistan, plans were already announced to introduce a registration system: voluntary from 2027 and mandatory from 2030. At the same time, it was proposed to create a unified electronic register covering about 600 thousand specialists, with integration with 16 databases. It was also proposed to pay allowances to specialists who successfully pass the exam during the voluntary period: up to five times the minimum wage for doctors and pharmacists with higher education, and up to 2.5 times for specialists with secondary medical and pharmaceutical education.
