Bill adopted in third reading

On October 20, 2026, the Legislative Chamber of the Oliy Majlis adopted in third reading a bill providing for liability for introducing or wearing clothing resembling military and departmental uniforms approved in the established manner, and sent it to the Senate. As the chairman of the committee on international affairs, defense and security, Ulugbek Shermatov, reported at the session, the draft was adopted in second reading at the chamber's session on August 4. According to him, when finalizing the draft, particular attention was paid to preventing various interpretations in law enforcement practice. The proposed norms, he stated, are aimed at protecting the rights and interests of citizens, strengthening trust in state bodies, protecting the authority of public service, and preventing unlawful and self-interested use of uniform clothing.

The chamber's rationale

According to the press service of the Legislative Chamber, in recent years there have been cases of certain organizations and citizens using clothing similar to the approved uniform to the point of confusion, as well as organizations introducing such clothing for their employees. This, it is noted, can mislead citizens, negatively affect the reputation of state bodies, and also allow certain individuals to pass themselves off as employees of state bodies and abuse people's trust, making it difficult to distinguish a genuine public servant from another person.

Details from the Prosecutor General's Office 2025 draft

Details of the adopted version were not disclosed at the October 20 session. To clarify the content, Gazeta.uz turned to the text of the bill submitted by the Prosecutor General's Office for public discussion in September 2025. According to it, it was proposed to supplement Article 209-1 of the Administrative Liability Code with a new part on liability for introducing or wearing clothing that replicates military or departmental uniforms or resembles them in fabric color, tailoring style, distinctive insignia and other features. For this, a fine of 5 to 10 times the base calculation value with confiscation of the uniform clothing was proposed.

Current provision

The same 2025 draft also proposed amending the first part of the article: wearing by persons who do not have the right to wear uniforms of approved military, departmental and special uniforms, as well as clothing with their distinctive insignia and (or) symbols, was to be punished by confiscation of the uniform clothing and a fine of 2 to 5 BRV. Similar liability — confiscation and a fine of 2 to 5 BRV — is already provided for by the current legislation.
