Companies with revenue over 20 million rubles are required to accept national payment instruments, while an exemption is provided for outlets with revenue under 5 million rubles. A refusal to issue a receipt can be appealed to the Federal Tax Service, and a violation of the right to cashless payment — to Rospotrebnadzor.
