State Duma criticizes idea of targeted surcharges on utility tariffs for pipe repairs
Russia's Construction Ministry proposed introducing targeted surcharges on utility payments to repair old pipes and boiler houses. The idea was met with skepticism in the State Duma: deputy Svetlana Razvorotneva stated that without an audit and accountability, higher tariffs would not improve the efficiency of resource-supplying organizations, and current legislation already allows financing modernization through tariffs.
