Russia may introduce a levy on air tickets from 2027 to fund its aviation industry
According to the State Duma Committee on Budget and Taxes, Russia plans to introduce a levy on air tickets from 2027 — 500 rubles on domestic and 1,000 rubles on international flights — to compensate for the leasing and operation of 258 domestically produced aircraft. The funds will go towards the import substitution programme, which is significantly behind schedule: from 2022 to 2025, airlines received 13 new aircraft instead of the 120 planned.
